Porosnusantaranews,BALIKPAPAN – Upaya memperkuat pemahaman warga mengenai demokrasi kembali dilakukan Anggota DPRD Provinsi Kalimantan Timur, Sigit Wibowo. Melalui agenda Penguatan Demokrasi Daerah (PDD) ke-11 yang berlangsung di Jalan DI Panjaitan RT 28, Kelurahan Sumber Rejo, Balikpapan Tengah, pada Kamis (27/11/2025), masyarakat diajak meninjau ulang peran mereka dalam ruang publik demokratis.
Puluhan warga, tokoh masyarakat, serta ketua RT menghadiri kegiatan bertema Hak dan Kewajiban Masyarakat Sipil. Diskusi digelar dengan menghadirkan Kasubbid Politik Dalam Negeri Kesbangpol Balikpapan, Muhammad Bayu Septian, serta Joko Prasetyo. Acara dipandu Imam Sutejo Kurniawan sebagai moderator.
Dalam pemaparannya, Sigit menjelaskan bahwa masyarakat sipil terdiri dari jaringan kelompok, organisasi, dan individu yang bekerja secara mandiri di luar negara dan pasar. Mereka berperan dalam memperjuangkan kepentingan bersama, mencakup lembaga swadaya masyarakat, serikat pekerja, organisasi berbasis agama, hingga kelompok sukarela yang bergerak untuk mendorong perbaikan sosial, ekonomi, dan politik.
“Masyarakat sipil dapat menjadi kekuatan penyeimbang negara, arena untuk mencapai konsensus ideologis, dan ruang bagi warga berinteraksi dalam memperjuangkan kepentingannya,” ujar anggota Komisi II DPRD Kaltim itu.
Ia menilai, istilah masyarakat sipil muncul dari kebutuhan akan tatanan yang demokratis dan akuntabel, biasanya sebagai reaksi terhadap kekuasaan negara yang terlalu dominan. Sigit kemudian menguraikan lima karakteristik masyarakat sipil: keberadaan ruang publik yang bebas; nilai demokratis dalam kehidupan warga; sikap toleransi terhadap perbedaan; pluralisme sebagai wujud kebhinekaan; serta prinsip keadilan sosial dalam pembagian hak dan kewajiban.
“Selain itu, masyarakat sipil juga ditopang lima pilar, yakni lembaga swadaya masyarakat, pers, supremasi hukum, perguruan tinggi, dan partai politik,” tambah Ketua Fraksi PAN tersebut.
Dalam bagian lain, Sigit membahas konsep hak dan kewajiban warga. Ia menjelaskan bahwa hak merupakan sesuatu yang layak diterima atau dimiliki seseorang, sementara kewajiban adalah sesuatu yang mesti dipenuhi dengan penuh tanggung jawab. “Secara sederhana, hak adalah apa yang Anda terima, sedangkan kewajiban adalah apa yang harus Anda lakukan,” ujarnya.
Sigit menyebut empat hak masyarakat sipil: hak atas perlindungan dan kesejahteraan; hak berpartisipasi dalam pemerintahan, termasuk memilih dan dipilih; hak mengawasi jalannya pemerintahan; serta hak atas layanan publik dan hak-hak konstitusional seperti memperoleh pendidikan, memeluk agama, dan mendapatkan kedudukan yang sama di hadapan hukum.
Ia juga menyinggung hak-hak yang diatur dalam kovenan internasional, antara lain hak atas kehidupan; kebebasan dari siksaan, perbudakan, dan kerja paksa; hak atas pengadilan yang jujur; kesetaraan di hadapan hukum; hak berkumpul, berserikat, serta berpolitik; hak kelompok minoritas; dan hak ekonomi maupun sosial.
Sementara itu, empat kewajiban masyarakat sipil mencakup kepatuhan terhadap hukum dan pemerintahan; partisipasi dalam upaya pembelaan dan keamanan negara; kewajiban sosial berupa pemeliharaan sarana publik dan keterlibatan dalam pelayanan publik; serta kewajiban membayar pajak, menghormati hak asasi orang lain, dan berpartisipasi dalam kegiatan gotong royong.
